Course Brief Description:

We are pleased to announce that the 24th Batch of the Project for Human Resource Development Scholarship by Japanese Grant Aid (JDS) is now accepting applications. 

The JDS aims to support and develop the human resource development of highly capable young officials who are expected to engage in implementing social and economic development plans in the country through policy-making.

Since its inception in 2002, the JDS Project has dispatched 479 fellows from different Philippine Government agencies and organizations to various prestigious Japanese universities. Twenty (20) fellows will be dispatched in 2026 to undertake the master’s degree programs.

PROGRAM OBJECTIVES

The program seeks to:

  1. Must be a permanent employee
  2. Must not have any pending nomination and scholarship obligation
  3. Must have a minimum work experience of two (2) years of continuous service performing technical work in DTI
  4. Must have had a performance rating of at least Very Satisfactory for 2024 and the period of 1 January – 30 June 2025
  5. Must not have any pending administrative case as certified by the Legal Service or their equivalent in the regional/provincial offices
  6. Between 22 and 39 years old by 1 April 2026
  7. Must have not been awarded any other foreign scholarships for obtaining a master’s degree

Eligible and interested applicants must submit the following requirements no later than 14 November 2025 to the CEST Secretariat:

  1. CEST Forms B and C (please see attached template) duly approved by the applicant’s Supervising Undersecretary/Head
  2. Service Record
  3. Certificate of No Pending Administrative and/or Criminal Case
  4. Certificate of No Pending Nomination and Service Obligation (for applicants from the regional / provincial offices)
  5. Accomplished Training Needs and Endorsement by Organization/Company (TNEO) (template attached) with the applicant’s signature

As stated in Item 6.1.2 of Department Order 22-10: Revised CEST Guidelines, participation of employees requires the approval of their Bureau/Office Head and the endorsement of their Supervising Undersecretary/Head.

Applicants who fail to submit all the abovementioned CEST requirements will no longer be accommodated for the program.


TARGET PARTICIPANTS

JDS targets young government officials and others who are expected to play a leadership role in the development of their countries.

JDS provides scholarships to Filipino government officers to study at two-year Master’s Degree courses (instructed in English) of Japanese universities. * Some courses are completed in one year.
