QUALIFICATION STANDARDS (Minimum)

Education:       Master’s Degree or Certificate in Leadership and Management

from the CSC

Experience:     4 years of supervisory/ management experience

Training:          40 hours of supervisory/ management learning and

development intervention undertaken within the last 5 years

Eligibility:         Career Service (Professional)/ or any Second Level Eligibility

  1. Statement of Duties and Responsibilities:
    • Recommends, formulates and directs the implementation of plans, programs, projects and activities in the support of DTI thrust and programs relating to industry development and investment promotion.
    • Reviews, consults, and endorses various work and financial plans of programs/projects, activities, project proposals, feasibility studies etc. relating to the functions of the division (Industry Development, and Investment Promotion).
    • Reviews, evaluates and approves for finalization/finalizes and endorses for approval various outputs and reports including consolidations from provincial offices.
    • Oversees and provides technical and administrative guidance in the
    • Management of the implementation of DTI programs and special projects on Investment Promotion and Industry Development at the Regional Level (Industry Clustering Enhancement, Invest in Bountiful Cagayan Valley Program, Cities and Municipalities Competitiveness Index (CMCI) Survey, ROLL IT 2.0 – LETS EAT Program, PQA Regionalization Program, Innovation and Startup Development, Malikhaing Pinoy, CFIDP, etc.)
    • Development and implementation of investment promotion strategies to generate employment opportunities in the region through the conduct of focused investment promotion campaigns and activities (investment mission, investment forum/conference, investment matching, among others);
    • Development and conduct of capability-building interventions for Investment Promotion Stakeholders;
    • Development and implementation of strategies/programs to improve local competitiveness;
    • Provision of assistance in the operationalization of the Local Investment and Incentives Code (LIIC)
    • Development and promotion of priority and emerging industry clusters;
    • Development and conduct of productivity training/seminars and other capability-building programs for specific industries;
    • Establishment and strengthening of functional industry organizations that will support the delivery of the DTI programs and services
    • Collaborate with internal and external stakeholders
    • Generate support, network, and linkaging to complement PPAs
    • Supervises and monitors the accomplishments of activities of the division
    • Controls, disciplines subordinates and appraise performance of staff and provide assistance for further growth and improvement
    • Cooperates actively in the deliberations of internal committees formed for specific purpose/s.
    • Identifies and sources out funding requirements of the projects and establishes linkages with various agencies to facilitate effective implementation
    • Prepares and reviews outgoing communications and documents for the approval of the Regional Director.
