Course Brief Description:

This course is a two-month hybrid training program designed to equip technical staff and officers of public-sector organizations (PSOs) with the knowledge and skills in measurement, analysis, and improvement of government processes to increase their respective organizations’ productivity. Activities of the DPSPS-FC are divided into four (4) phases:

  1. Upskilling: Participants will take part in the kick-off meeting and the workshops, designed to discuss the founding principles, measurement, and diagnosis of productivity in the public sector. Also included is a session on the development of the Productivity Improvement Plan (PIP).
  2. Pitching: Each team will present and seek approval of their PIPs to their nominating officers or the Institutional Partner. 
  3. Pilot-Testing and Coaching: Teams will conduct an initial implementation of their PIPs. Coaching sessions will be held to check their progress and assist during PIP implementation.
  4. Sharing Session: This session is a culminating activity where participating agencies will showcase the milestones, learnings, and impact of their respective productivity initiatives to the agency heads.

Kindly note that participation in the workshop requires an agency counterpart fee of Five Thousand Pesos (Php 5,000.00) to cover the training materials, venue and meals. The agency counterpart, accommodation and transportation expenses are to be shouldered by each accepted participant’s bureau/office.

Interested applicants are requested to reply to this email signifying their intent to apply and are required to submit the following no later than 22 August 2025 to the CEST Secretariat:

  1. CEST Forms B and C (please see attached template) duly approved by the applicant’s Supervising Undersecretary/Head
  2. Service Record
  3. Certificate of No Pending Administrative and/or Criminal Case
  4. Certificate of No Pending Nomination and Service Obligation (for applicants from the regional / provincial offices)

As stated in Item 6.1.2 of Department Order 22-10: Revised CEST Guidelines, participation of employees requires the approval of their Bureau/Office Head and the endorsement of their Supervising Undersecretary/Head.

Applicants who fail to submit all the abovementioned CEST requirements will no longer be accommodated for the program.


TARGET PARTICIPANTS

Target participants are officers and senior technical staff from the Management Divisions / Units or those whose functions involve reviewing and improving organizational systems, processes, procedures, and services. Five (5) candidates will be considered by CEST for nomination to the course.
