Course Brief Description:
The Stipendium Hungaricum (SH) Scholarship Program is an academic scholarship established by the Hungarian Government to promote the internationalization of Hungarian higher education and to attract top foreign students from all around the world who can build personal and professional attachments to Hungary while enjoying high quality education in the heart of Europe.
PROGRAM OBJECTIVES
Applicants must meet the following eligibility conditions:
- Rendered at least two (2) years of service in the Department
- With a permanent appointment
- With a college degree related to the field of study or sufficient demonstrated ability and experience along the field of study
- With no pending application for scholarship under another program
- Rendered the service obligation required under Executive Order 367 for a scholarship or training program previously availed of
- With no pending case
- Received at least a Very Satisfactory rating for the most recent rating period
The scholarship will cover tuition fees for the entire study period, dormitory accommodation assistance, monthly subsistence allowance, and medical insurance.

Applicants are requested to signify their intent to apply by replying to this email and are required to submit the following no later than 12 December 2025 to the CEST Secretariat:
- CEST Forms B and C (please see attached template) duly approved by the applicant’s Supervising Undersecretary / Functional Group Head
- Post-Study Action Plan (please see attached template)
- Service Record
- Certificate of No Pending Administrative and/or Criminal Case
- Certificate of No Pending Nomination and Service Obligation (for applicants from the regional / provincial offices)

TARGET PARTICIPANTS
Target participants include officials from SME development agencies working on HCM frameworks. The APO Secretariat may give preference to individuals joining an APO project for the first time. Those who have participated in an APO project within the last two (2) years may receive lower priority.
What are the qualification requirements?
For Government Employees (Masteral, PhD Programs, and Postgraduate Specialist Training Courses applicants)
a. Government employee with permanent appointment
b. Must have rendered at least two (2) years of service in the nominating institution
c. Must have a higher education degree related to the field of study or has demonstrated sufficient ability and experience in the field of study
d. Must not have any pending administrative or criminal case
e. Must not have a pending application for scholarship under another
program
f. Must have rendered the service obligation required under Executive Order No. 367 for previous scholarship enjoyed
